The French Political Ongoing Crisis: The Beginning of a Fresh Governmental Reality

Back in October 2022, when Rishi Sunak took over as the UK's leader, he became the fifth consecutive British prime minister to take up the role in six years.

Unleashed on the UK by Britain's EU exit, this signified unprecedented political turmoil. So what term captures what is unfolding in France, now on its fifth premier in 24 months – with three in the last ten months?

The current premier, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, abandoning Emmanuel Macron’s key pension reform in exchange for opposition Socialist votes as the price for his government’s survival.

But it is, at best, a temporary fix. The EU’s second-largest economy is locked in a ongoing governmental crisis, the likes of which it has not experienced for many years – perhaps not since the start of its Fifth French Republic in 1958 – and from which there appears no easy escape.

Governing Without a Majority

Essential context: ever since Macron called an ill-advised snap general election in 2024, France has had a hung parliament separated into three warring blocs – left, far right and his own centrist coalition – without any group holding a clear majority.

Simultaneously, the nation faces twin financial emergencies: its national debt level and deficit are now nearly double the EU limit, and hard constitutional deadlines to approve a 2026 budget that starts controlling expenditures are approaching.

In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were removed by parliament.

In September, the leader named his trusted associate Lecornu as his new prime minister. But when, a little over two weeks ago, Lecornu unveiled his new cabinet – which turned out to be much the same as the old one – he faced fury from allies and opponents alike.

So much so that the following day, he resigned. After just 27 days in office, Lecornu became the briefest-serving prime minister in modern French history. In a dignified speech, he cited political rigidity, saying “party loyalties” and “personal ambitions” would make his job all but impossible.

Another twist in the tale: just hours after Lecornu’s resignation, Macron asked him to stay on for another 48 hours in a last-ditch effort to secure multi-party support – a mission, to put it gently, filled with challenges.

Next, two ex-prime ministers publicly turned on the embattled president. Meanwhile, the far-right National Rally (RN) and leftist LFI declined to engage with Lecornu, promising to vote down any and every new government unless there were early elections.

Lecornu persisted in his duties, engaging with all willing listeners. At the conclusion of his extension, he went on TV to say he believed “a path still existed” to avoid elections. The leader's team confirmed the president would appoint a new prime minister 48 hours later.

Macron honored his word – and on Friday appointed … Sébastien Lecornu, again. So this week – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “creating discord” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Would he endure – and can he pass that vital budget?

In a critical address, the young prime minister outlined his financial plans, giving the Socialist party, who detest Macron’s controversial pension changes, what they were waiting for: Macron’s flagship reform would be frozen until 2027.

With the right-wing LR already supportive, the Socialists said they would not back no-confidence motions tabled against Lecornu by the far right and radical left – meaning the administration would likely endure those ballots, scheduled for Thursday.

It is, however, far from guaranteed to be able to approve its €30bn austerity budget: the PS explicitly warned that it would be demanding further compromises. “This move,” said its leader, Olivier Faure, “is just the start.”

Changing Political Culture

The problem is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, similar to the Socialists, the conservatives are themselves split on dealing with the administration – some are still itching to topple it.

A look at the seat numbers shows how difficult his mission – and longer-term survival – will be. A total of 264 deputies from the far-right RN, LFI, Greens, Communists and UDR seek his removal.

To achieve that, they need a 288-vote majority in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 (or both) to support their motion, Macron’s fifth precarious prime minister in two years is, similar to his forerunners, finished.

Few would bet against that happening sooner rather than later. Although, by some miracle, the divided parliament summons up the collective responsibility to approve a budget this year, the prospects for the government beyond that look grim.

So is there a way out? Snap elections would be unlikely to solve the problem: polls suggest nearly all parties except the RN would see reduced representation, but there would still be no clear majority. A fresh premier would confront identical numerical challenges.

Another possibility might be for Macron himself to step down. After winning the presidential election, his successor would disband the assembly and hope to secure a parliamentary majority in the following election. But this also remains unclear.

Surveys show the next occupant of the Elysée Palace will be Le Pen or Bardella. There is at least an strong possibility that French electorate, having chosen a far-right leader, might think twice about handing them control of parliament.

In the end, France may not emerge from its quagmire until its politicians accept the new political reality, which is that decisive majorities are a thing of the past, absolute victory is obsolete, and negotiation doesn't mean defeat.

Many think that transformation will not be feasible under the existing governmental framework. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
